DENVER – Each year the Colorado Association of Libraries (CAL) Legislative Committee recognizes legislators for exemplary work benefiting libraries in Colorado. This year the award is being presented to Representative Karen Middleton of Aurora.
“We are honoring Rep. Middleton because of her continued support of libraries through the years,” said Jody Howard, President of the Colorado Association of Libraries. “We especially want to thank her for her work on the sponsorship and passage of the 2009 Library Law.” (HB 1072**)

The Colorado Association of Libraries advocates for quality library services, and supports access to information. CAL members are librarians, library employees, institutions, and corporations drawn from public, school, academic, and special libraries; public library trustees; education administrators; library service providers; library vendors; volunteers; and library supporters.
** House Bill 1072 – The 2009 Library Law:
This bill modifies statutory provisions addressing the governance of library districts in the state. The Governor signed the bill into law on April 2, 2009, and it took effect August 5, 2009. The bill has no fiscal impact at the state or the local level.
The bill expands the powers and duties of the State Librarian (Department of Education) to include serving as the repository of the bylaws and the legal service area maps of all library districts.
The bill also addresses issues that arise in connection with the formation of a county library or library district regarding the need to provide written notice of the formation of the district.
The bill also requires that a copy of the library district’s bylaws be filed with the legislative body of each participating governmental unit, as well as with the State Library. At the district library level, the bill clarifies certain activities and procedures that apply to library districts that are formed around the state.
